I argue that it is lawful to take any decision but that it is having to explain to the citizens.
The mayor has lost another opportunity to make a good impression and being as the situation in foster care who will take the athletic field will remain at the center of controversy because now, the political reading is: "Do not worry. We barricaded behind the regional law, we wait 6 months to calm the waters around the summer and give it to you ....".
